Citycare – Operational Transformation at Scale

I led the design and delivery of a data-driven workforce and asset management platform that improved operational visibility, increased efficiency, and became a recognized competitive advantage for Citycare, driving revenue growth and margin improvement.

Context

Solidly placed inside New Zealand's top 100 companies, Citycare is rsponsible for the operation and maintenance of the critical facilites and highly regulated water untilities assets relied upon by over 50% of New Zealand's population.

Citycare was managing a large distributed, nationwide mobile workforce, multiple branch offices and increasing demand for acurate real-time data from customers. With a growing need for real-time visibility into tasks, assets, and compliance. Operational inefficiencies, disjointed manual reporting, fragmented communication, and inconsistent processes limited planning, performance and decision-making, resulting in reduced operational effectiveness.

Insight

The key challenge was not technology alone, but how to connect people, processes, and data so that information led to action. Without a unified approach to aligning systems with optimised operational workflows, decisions were delayed, delivery was inconsistent, and quality and efficiency suffered.

Action

I led the design and delivery of EM2, a major reimagining of Citycare's operational management system, focusing on real-world usability and workforce adoption in the harsh operating environments our teams faced every day. Key elements included:

  • Integration of field workforce planning, scheduling, and delivery with improved asset data capture into a single platform
  • Real-time visibility of task progress, risk exposure and customer KPI compliance
  • User-friendly interfaces designed for field technicians and management
  • Governance and workflow standards to ensure data consistency and actionable insight via enforced workflows and accurate data capture
  • Fully auditable and transparent process through intelligent process design and data capture
The platform connected teams, assets, and processes to enable clear, data-driven operational decisions, and effective real-world delivery.

Outcome

Key results included:

  • Significantly improved operational efficiency and resource allocation
  • Enhanced real-time visibility into workforce performance
  • Greater auditability and transparency of company-wide operations
  • Platform became a recognized competitive advantage for Citycare and contributed to growth in revenue and margin
  • Increased customer satisfaction leading to renewed contracts and increased market share

Behavioral Impact

EM2 changed how field teams and managers engaged with operational data. Teams transitioned from reactive task execution to proactive decision-making, while managers could monitor performance and compliance in real time, enabling continuous improvement across the organization.

This project reflects how I combine strategic insight, hands-on leadership, and operational execution to deliver measurable outcomes. I was fortunate to be part of a highly capable team, whose collective efforts made these results possible. If you’d like to explore how this approach could be applied to your organization, I welcome you to start a conversation.
